Description

Lithuanian governmental organization is responsible for the identification and removal of prohibited content on Lithuanian web servers. To this extent, the Lithuanian organization operates a hotline which receives and investigates reports on prohibited content, such as child sexual abuse material (CSAM), pornography, etc. In 2019 the hotline received 998 notifications of which 302 were confirmed as related to CSAM and pornography. Overall, CSAM discovery online has been shown to be increasing and, for example, in 2018 almost 224000 such images were registered by the global network INHOPE fighting against CSAM.

Reports received by the hotline are reviewed and prohibited content is removed as quickly as possible.​ At the moment, only messages received via the internet hotline are investigated and no proactive search for prohibited content is carried out.

It is believed that Lithuanian servers host significantly more prohibited content than is received through the internet hotline. As the dissemination of such content is not stopped, all internet users, especially children, suffer from it. Thus, the organization strives to protect internet users by automating the identification of prohibited content placed on Lithuanian websites and servers. The organization seeks a solution which shall operate in the Lithuanian IP address range, identify websites placed on servers in Lithuania, recognize prohibited visual material, and send a link (URL) of the detected prohibited visual material to the hotline.​

Possible type of partnerships between selected start-ups or growth companies may be for example licence agreement (buy a license) and technical cooperation agreement (need a technology to be developed).

IMPORTANT NOTE: This technology request is part of an innovation challenge and is published on an open innovation platform. The innovation challenge is focused on encouraging the creation and use of innovative solutions for the government. The application deadline is September 11th. If a company/startup/innovator expresses interest in cooperation with this Lithuanian organization before closing date, it will be guided towards this open innovation platform where it can submit a proposal. The proposed solutions are presented at the Pitch Day, where all stakeholders gather in order to hear pitches proposed for the challenge. The best pitches are then selected after consultation with a panel of judges – experts that understand what will have the biggest impact. The selected teams proceed to the next phase of the innovation challenge – Accelerator process in which their ideas become prototypes and later products. If the solution is working properly, the governmental organization is ready to start the procurement processes.
