Description

Lithuanian governmental organization is working in the field of migration management. They are responsible for the provision of identification documents to individuals. The organization must perform around 30-40 thousand identifications every month in order to validate authenticity of an individual.​ The identification takes from 1 to 5 minutes, but sometimes can take up to a few hours.​ The organization seeks to be able to verify facial images quickly and reliably.

At the moment the comparison between the image of an individual on premises and their ID document photo is done by employees' visual perception. This poses a risk of:
- issuing the document to the wrong person; ​
- making a mistake in identifying an individual;​
- creating a new identity; ​​
- accomplishing a stolen identity; ​
- threat to public safety and national security; ​
- threat to the administration of justice;​
- longer migration procedures.
The drawbacks mentioned above lead to only 1-2 cases of identity fraud identified every year.

To this extent the governmental organization is looking for faster and more reliable identity verification tools to match the face of an individual on premises and their digital image stored in the identification documents. A proposed tool should have the following key functions:
- Level 1: Verification of facial images – identifying the percentage of certainty that 2 images are identical. Possible sources of facial images could be: a living person, a digital photograph on the contactless medium of the passport, paper photo, digital photo from a database.
- Level 2: Level1 + facial recognition in another image group (identification).
- Level 3 : Level 1 and 2 + discovering the same facial image in two groups of images (clustering).
Additionally, the tool should feature the following aspects:
- The facial image cannot be stored or transferred to a third party for image verification purposes;
- The answer must be given instantly;
- The application must run on a mobile device and a desktop computer;
- The comparison of the images must consider the possible changes in the image of the face due to age, illness, surgery, alcohol or drug addiction, changed hairstyle, beard or mustache, headwear and other variations, including facial expressions, head positions;
- Ability to save the comparison report.

It is expected that a successful tool shall result in a higher number of detected cases of identity fraud and shorter migration procedures comprising identity verification.

Possible type of partnerships between selected start-ups or growth companies may be for example licence agreement (buy a license) and technical cooperation agreement (need a technology to be developed).

IMPORTANT NOTE: This technology request is part of an innovation challenge and is published on an open innovation platform. The innovation challenge is focused on encouraging the creation and use of innovative solutions for the government. The application deadline is September 11th. If a company/startup/innovator expresses interest in cooperation with this Lithuanian organization before closing date, it will be guided towards this open innovation platform where it can submit a proposal. The proposed solutions are presented at the Pitch Day, where all stakeholders gather in order to hear pitches proposed for the challenge. The best pitches are then selected after consultation with a panel of judges – experts that understand what will have the biggest impact. The selected teams proceed to the next phase of the innovation challenge – Accelerator process in which their ideas become prototypes and later products. If the solution is working properly, the governmental organization is ready to start the procurement processes.
