Description

Lithuanian governmental organization coordinates state institutions' activities on protection of consumers. One of the main priorities of Lithuanian governmental organization is to create a consumer rights protection system corresponding to high European Union standards. Lithuanian governmental organization follows the requirements set by the European Union. The Authority, while implementing prescribed functions, will ensure that every consumer, whether he lives in a city or in countryside, is aware that the Lithuanian governmental organization and state institutions existing under its coordination will help to solve the problems arisen for consumer.

Currently, unsafe and dangerous product detection is done manually, by searching for keywords, photos, etc. However, this method is not effective enough and is used very rarely due to the human resources required.

The Authority is facing a problem to: identify unsafe and dangerous products sold online; find the sellers of unsafe products; assess the risk that the products cause or undertake safety tests when these products are not unavailable for physical tests.

Lithuanian governmental organization seeks innovative tools that would allow easier detection of unsafe or dangerous products and their sellers on the internet.​

The possible type of partnerships between selected start-ups or growth companies may be for example licence agreement (buy a license) and technical cooperation agreement (need a technology to be developed).

IMPORTANT NOTE: This technology request is part of an innovation challenge and is published on an open innovation platform. The innovation challenge is focused on encouraging the creation and use of innovative solutions for the government. The application deadline is September 11th. If a company/startup/innovator expresses interest in cooperation with this Lithuanian organization before closing date, it will be guided towards this open innovation platform where it can submit a proposal. The proposed solutions are presented at the Pitch Day, where all stakeholders gather in order to hear pitches proposed for the challenge. The best pitches are then selected after consultation with a panel of judges – experts that understand what will have the biggest impact. The selected teams proceed to the next phase of the innovation challenge – Accelerator process in which their ideas become prototypes and later products. If the solution is working properly, the governmental organization is ready to start the procurement processes.

- The search functionality should be as vast in its formats as possible: unique naming, barcode, photos, etc.;​
- Continuous search of suspected products and sellers; ​
- High precision in the detection mechanism so that minimal human intervention would be needed.
